Ministry of Religious Affairs Proposes Hajj Cost IDR 105 Million

It is still an inital proprosal and will be futhter discussed in Panja BPIH.

REPUBLIKA.CO.ID, JAKARTA -- The Ministry of Religious Affairs (Kementerian Agama/Kemenag) proposes average Hajj Organizing Costs (BPIH) 1445 H/ 2024 IDR 105 million (USD 6,774) per person.

In accordance with the mechanism for discussing Hajj costs, this proposal was submitted by the Minister of Religious Affairs (Menag) Yaqut Cholil Qoumas to the DPR in a meeting with DPR RI in Jakarta, Monday, (13/11/2023).

This meeting held BPIH preliminary disscussion and its working committee (Panja BPIH) 1445 H/2024. Chairman of Commission VIII DPR Ashabul Kahfi agreed on Moekhlas Sidik leads Panja BPIH. Sidik will conducts a series of discussions of 2024 hajj cost.

On a message to Republika, Tuesday (14/11/2023), Menag Yaqut said on hajj cost determination, the first step is government submits a hajj cost proposal. "We are proposing BPIH IDR 105 million per person. It will be a baseline for Panja BPIH to discuss before they agree on the final costs," he said.

Law (UU) Number 8 of 2019 about Organizing of the Hajj and Umrah regulates BPIH is an amount of funds used for the operations of the Hajj organizing. Article 44 states that BPIH is sourced from Hajj Travel Costs which must be paid by pilgrims (Bipih), state revenue and expenditure budget, Benefit Value, Efficiency Funds, and other legal sources based on statutory provisions.

"So, this is still an initial proposal which will be discussed at the Panja. Once the prices in the field have been reviewed and studied, then it will be agreed and determined how much the Hajj pilgrims (Bipih) will paid by pilgrims and how much will be taken from the Benefit Value of the pilgrims' initial deposit," said Menag Yaqut.

According to Kemenag, there is something different in the proposed scheme for Hajj costs in 2024 compared to previous years. In yesterday's DPR meeting, the government only proposed the amount of BPIH. The government no longer calculates the composition of the amount of Bipih that the congregation will pay and the value of the benefits.

For information, Kemenag in 2023 is proposing a BPIH with an average of IDR 98,893,909. After a series of discussions through the Panja BPIH and price reviews, it was finally agreed that the 2023 BPIH would be an average of IDR 90,050,637, assuming an exchange rate of 1 US Dollar of IDR 15,150 and 1 Saudi Arabian Riyal of IDR 4,040. Furthermore, it was agreed that the Bipih fees paid by the congregation in 2023 would be an average of IDR 49,812,700 (55.3 percent), while those originating from the benefit value would be an average of IDR 40,237,937 (44.7 percent).
