Indonesia Halal Authority Prepares Certification Guidelines for Halal Cosmetics

This step is for certainty for business operators and consumer protection.

REPUBLIKA.CO.ID, JAKARTA -- The Organizing Agency for Halal Products Guarantee (BPJPH) prepares the preparation of halal certification guidelines for cosmetic products. Deputy for Partnership and Halal Standardization of BPJPH Abd Syakur said that the initial discussion on the plan was held on Thursday (17/7/2025).

According to him, this initiative is carried out by BPJPH to support the cosmetic industry sector. In addition, the guidelines were also drafted in welcoming the implementation of the obligation of halal certification of cosmetic products that will be valid from October 17, 2026.

“The drafting of these guidelines requires close collaboration between stakeholders. The goal is to present clear, integrative halal standards, and provide certainty for business operators as well as protection for consumers,” Syakur said, Friday (18/7/2025).

He said that the drafting of these guidelines begins with formulating the main structure and substance. This is what will be the basis for the implementation of halal certification of cosmetic products.

After this initial phase, BPJPH initiated a joint discussion with the relevant ministries/agencies to align the guidelines with the applicable sectoral regulations.

Some of the ministries and agencies in question are the National Standardization Agency (BSN), the Drug and Food Regulatory Agency (BPOM), the Ministry of Industry, the Ministry of Health, and the National Committee for Sharia Economics and Finance (KNEKS).

 

The development of new halal certification guidelines for cosmetic products is expected to harmonize existing regulations and produce a set of practical and responsive standards that align with the dynamic nature of the industry, said Syakur, a representative from the Halal Product Assurance Organizing Agency (BPJPH).

He emphasized that the guidelines will serve as a crucial foundation to ensure the halal certification process for cosmetics runs effectively and efficiently. The goal is to create a reference that meets the needs of both national and international industries.

"Through a participatory and transparent process, BPJPH is committed to delivering halal certification guidelines that will strengthen the national halal ecosystem from upstream to downstream," Syakur stated.

He added that the initiative also aims to boost the competitiveness of Indonesia’s halal cosmetic products in the rapidly growing global halal market.
