REPUBLIKA.CO.ID, JAKARTA - The newly appointed Minister of Health, Nafsiah Mboi, makes a new breakthrough by campaigning the using of condom for high-risk groups, including among youth. The aim is to prevent the high-risk pregnancy and abortion. She explained, the campaign was in accordance with Millennium Development Goals (MDGs) point 6, which is fighting HIV/AIDS.

But, her policy raises some protests here and there. One of them is from Indonesian Council of Ulema (MUI). MUI plans to send a protest letter for the president.

"MUI has received many calls and texts from people related to the policy. We object to the policy and we will protest to the president," the Chairman of MUI, Amidhan, said.

The policy, he continued, could not anticipate the spreading of HIV/AIDS virus. "Suggesting the youth to use condom on the other hand could encourage free sex," he said.

A member of Commission IX in the House of Representatives, Herlini Amran, regreted the minister's statement. She agreed with MUI that the socialization of condom could be an encouragement to free sex.

Amran urged government to improve the counseling on woman reproduction for those under 15. Another suggestion is the socialization to high-risk community. 

"About 55 percent of case is caused by heterosexual sex," she mentioned.

Government should also draft the regulation on the prevention and countermeasure of HIV/AIDS and socialize the condom only in risking place, such as prostitution areas, prisons, cafe, offshore office, mining, and forest areas.
