REPUBLIKA.CO.ID, JAKARTA -- The Ministry of Education, Culture, Research, and Technology (Kemendikbudristek) ensures Scouting will remain an extracurricular that must be provided by every school up to secondary education level as part of the Merdeka Curriculum.

“Every school up to secondary education level is obliged to provide Scouting as an extracurricular activity in the Independent Curriculum,” said Anindito Aditomo, Head of the Standards, Curriculum, and Educational Assessment Agency (BSKAP) in a statement in Jakarta, Monday (1/4/2024).

Mendikbudristek Regulation No. 12 of 2024 on Curricula in Early Childhood Education, Primary Education Level, and Secondary Education Level requires schools to organize at least one extracurricular including scouts.

This is in line with Law No. 12 of 2010 on the Scout Movement also requiring educational units to have front groups.

Anindito said from the beginning that his side had no idea of negating Scouting, and even Permendikbudristek No. 12 of 2024 actually strengthened the legislative regulations in placing the importance of extracurricular activities in educational units.

In practice, Permendikbudristek No. 12 of 2024 only revised the section of Scouting Education in the Block Model that obliges campsites to be non-mandatory but if the educational unit organizes camp activities, it is still allowed.

In addition, the participation of students in extracurricular activities is also voluntary, in accordance with Law 12/2010, which states that the scout movement is independent, voluntary, and nonpolitical.

“In line with that, Permendikbudristek 12/2024 regulates the participation of pupils in extracurricular activities, including Scouting is voluntary,” he said.

Scouting education in the National Education System itself is enriched by the education of the values of the scout movement in the formation of personalities who are noble in nature, patriotic in spirit, law-abiding, disciplined, upholding the noble values of the nation, and possessing the prowess of life.

Therefore, Anindito emphasized that with all these considerations, every student has the right to participate in scouting education. “In essence every school remains obliged to offer Scouting as one of the extracurriculars. This provision is unchanged from the previous curriculum,” Anindito said.
