Police combine five laws in Gubeng highway sunk case

REPUBLIKA.CO.ID, SURABAYA -- East Java Regional Police will implement five laws to ensnare suspects responsible for the case of road subsidence of Gubeng highway, Surabaya, East Java, on last Tuesday night (Dec 18).

Five of these laws include the Law on Roads in 2004, Law Number 881 concerning the Criminal Code, Law Number 2 of 2017 concerning Construction Services, and Law Number 8 of 2003 concerning Buildings and Construtions.

"We will combine several laws to formulate the negligence that causes losses to the country," said spoke person of East Java Regional Police, Commissioner Frans Barung Mangera in Surabaya on Friday (Dec 21).

Barung explained that the road was the country's road, where it was needed by the community. In addition, there was also a state facility, one of it was Bank BNI office.

He said that the regional police will soon submit the report of intensive investigations that have been done on Thursday (Dec 20) to a number of stakeholders who were responsible the road collapse incident.

"There were PLN who was responsible in electricity on this road, and State Roads Agency who was responsible for roads and other stakeholders," he said.

Chairman of the Investigation Team of Gubeng road collapse incident, Brigadir General Police Toni Harmanto said his side was still continuing to investigate and collect evidence to determine the suspect. However, he could conclude that there were the acts of against law for this incident.

"Although we are still in the process of investigation, we can already conclude that there are acts of violating law in this incident," he said.

Gubeng road in Surabaya collapsed on Tuesday (Dec 19) night. It was located precisely near construction of basement of the Siloam Hospital.

The road sunk approximately 10 meters from the surface. It created a giant hole with a length of approximately 30 meters and a wide of 15 meters.
