Indonesian govt normalizes Telegram

REPUBLIKA.CO.ID, JAKARTA -- The Indonesian government officially reopened 11 website-based domain name system of Telegram applications, which were blocked since July 14, after the company agreed to take a number of measures to deal with negative contents, especially radicalism and terrorism.

"Following the progress made between Telegram and the ministry, Telegram will reopen from today, and people can start using the website again" Minister of Informatics and Communication, Rudiantara, stated at a press conference here on Thursday.

He noted that Telegram and his ministry had reached several agreements, following talks held by the two sides.

Firstly, Telegram agreed to specially assign a representative to communicate with the Ministry of Informatics and Communication and provide an exclusive channel to the ministry to deal with negative contents, especially radicalism and terrorism.

Telegram has also promised to make a kind of program script to conduct filtering of its platform.

The two sides have also agreed on standard procedures to deal with negative contents, including tackling the issue on the day it emerges.

"In case a complaint comes, we will accept it and then process it. On the same day, the content would be taken down if it really is negative" he noted.

Rudiantara hoped the cooperation between his ministry and Telegram could be used as a reference.

The ministry's Positive Trust Coordinator Ully Taruli remarked that following the blocking, Telegram continued to conduct improvement by closing 10 channels have been carrying radicalism and terrorism contents.

The director general of applications and informatics Samuel A Pangerapan revealed that Telegram's blocking was reopened at 10.40 a.m. and " within 1x24 hour since the announcement, Internet Service Provider could open it again.

The ministry of informatics and communication on July 14 ordered ISP to cut access to 11 DNS belonging to Telegram after a lot of their contents carried propaganda on radicalism and terrorism.

The 11 DNS were t.me, telegram.me, telegram.org., core.telegram.org., desktop.telegram.org., macos.telegram.org, pluto.web.telehram.org., web.telegram.org, venus.web.telegram.org., flora.web.telegram.org., and flora-1.web.telegram.org.

Due to the action, they could not be accessed through a computer.
