The poor are usually have limited access to education and health services. They are helpless and often hopeless. "In that way, poverty can lead people to radical movement," Zulkifli said.
He reiterated the government is responsible to promote general welfare.
"If any one died of hunger, the state can be named to violate the 1945 Constitution," he said at Surabaya State University, East Java, on Friday (July 28).
Nevertheless, Zulkifli urged the people not to remain silent and waiting for help from the government.
