Disclaimer of opinion not reflects ministerial performance: BPK

REPUBLIKA.CO.ID, JAKARTA -- The Supreme Audit Agency (BPK) said the disclaimer opinion it gave to the financial report of the Marine and Fishery Ministry is not a reflection of the ministry's performance.

"We have to separate the performance of Minister Susi (Pudjiastuti) from the accountability of the financial report of the ministry," BPK chairman Moermahadi Soerja Djanegara said at a discussion with journalists here on Monday. 

A Disclaimer of Opinion is issued when the auditor is not independent or when there is conflict of interest, or when the limitation on scope is imposed by client, as a result the auditor is unable to obtain sufficient appropriate audit evidence

Moermahadi said in the financial report of the ministry, there are things not fully accounted for such as in the procurement of hundreds of vessels for fishermen. 

Based on regulation, the vessels should have been available by the end of 2016, but the ministry failed to meet the target. The ministry then extended the time for the procurement until March 2017. 

"The minutes of official report for accountability is not yet complete. That means administration may not work properly while the fund is already disbursed," Moermahadi said.

The ministry, however, has said it would follow up on the recommendations from BPK and that there was nothing fictive in its reports.

Earlier, BPK gave an unqualified opinion for the 2016 financial report of the central government although its gave a disclaimer of opinion for financial reports of six ministries/government agencies including the Maritime Affairs and Fisheries Ministry. 

The other five agencies include the National Human Rights Commission, the Youth and Sports Ministry, the State Television Broadcasting Service, the Sea Security Agency (Bakamla) and the Creative Economy Agency.
