Indonesia is very wary of the existence of Jamaah Anshar Daulah: BNPT

REPUBLIKA.CO.ID, JAKARTA --  Chief of National Counterterrorism Agency (BNPT) Commissioner General Suhardi Alius said that Indonesia is very wary of the existance of Jamaah Anshar Daulah (JAD). “The most wary terrorist group is JAD, but there are also other groups and networks. JAD has international network and direct affiliation,” said Suhardi in a national seminar themed Preventive Justice in Anticipating the Growth of Terrorism Threat in Jakarta, Tuesday (12/6).

Chief of National Police Tito Karnavian also stated that the cells of JAD were still there. They were linked to terrorism networks in Syria and Iraq. “So, what we can do here is trying to minimize their movement and recruitment. But the crux of the problem itself was in Syria and we hope it can be resolved with international cooperation,” said Tito. 

According to Suhardi, many terrorist groups used cyberspace such as social media to support their action. They determine the target area to be attacked, making remote training and rising funds to launch the next attacks.  “Therefore, the revision of the Constitution No.15 of 2003 about the Eradication of Terrorism was expected to give enough space for the law enforcement officers in dealing with the criminal offenses and terrorism acts,” he said. 

The revision was urgently needed because the regulation hasn’t addressed the particular prevention of terrorism acts. So far, the law enforcement officers could not take an action against groups that held military training, although it was known to commit terror.  

It did not include the regulation on a military training conducted by the terrorist group, including those who have been conducting military exercises in Indonesia and abroad. It does not set the rules on particular recruitment and incitement. 

As a result, the offender could not be charged as a criminal. “Indonesia’s need of the powerful and comprehensive law on terrorism was urgent to be able to address many issues, such as the mode of using nuclear weapons, cyberspace and soon,” he added. 

Previously, on the attack conducted in Ecumenical Church, Samarinda on Sunday (11/13) , the attacker, Juhanda, was identified as JAD member in East Kalimantan. He had been imprisoned for three and a half years, started on Mei 2011. He was also charged as the attacker in Puspitek, Serpong, Tangsel, Banten. 

After that, Juhanda has been released on parole after getting remission on Eid ul Fitr, July 24, 2014. Not only involved in the terror in Serpong, Juhanda or Joh also suspected to have links with the book bomb case in Jakarta, 2011. He was part of Pepy Fernando’s group.
