REPUBLIKA.CO.ID, Natalius Pigai, the Commissioner of the National Commission for the Human Rights, who was coming from Papua, was reported to say that within the last two years, President Jokowi has visited Papua for four times, but those visit have not given any benefit to the people, but it cost a big budget. Natalius Pigai concluded that all of those visit of President Jokowi to Papua were the big lost instead of the benefit. Natalius Pigai also accused President Jokowi to have no strategic frame work of thinking on what he will do for Papua. This comment was not definitely the good news for the Papuan people.
The comment of Natalius Pigai was likely made concerning the recent visit of President Jokowi to the Province of Papua and the Province of West Papua on October 17, 2016 to mark the readiness for operational six infra structure of electric power and to handover the equipment to increase the local transportation capability for oil distribution to all the oil Station of West Papua Papua. Apparently the comment of Natalius Pigai concerning the benefit of the visit of President Jokowi to the Province of Papua and the Province of West Papua was not accurate.
Accordingly the Presidential Palace spokesman was strongly denying the comment of Natalius Pigai. The Presidential Palace Spokesman said that the visit of President Jokowi to both The Province of Papua and the Province of West Papua definitely has given much social and economic benefit to both the people of the Province of Papua and the Province of West Papua.
Unfortunately the comment of Natalius Pigai, the Commissioner of the National Commission for the Human Right was said before President Jokowi declared his decision to instruct the Director of the State Oil Company to rectify the oil price in the Province of Papua and West Papua to become similar to the oil price of other Province in Indonesia, whatever the additional cost should be paid by the State Oil Company (Pertamina).
President Jokowi said that according to the principle of Justice in the Social life, the prosperity has to be enjoyed equally among all the Citizens of the Country. Accordingly President Jokowi was instructing the Director of the State Oil Company to rectify the oil price of the Province of Papua and the Province of West Papua to become similar to the oil price of other Province of Indonesia, whatever the additional budget should be paid by the State Oil Company.
Socio Economy
The visit of President Jokowi to Papua was accordingly more focused on the effort to check the condition of the social and economic infrastructure of the these two Provinces.
Clearly those three kinds of infrastructure, namely on sea, on the land and the air transportation, added with the availability of the electric power, transportation equipment, and oil are the vital elements of Papua. President Jokowi wants to be sure that all the programs to cope with the critical situation to have been done in accordingly to the plan. For that kind of leadership approach President Jokowi thought he has to travel to all important parts of the country for control and supervision, because just to read the written rapport definitely is not enough. This kind of travelling is definitely done for the sake of the people interest. So the often visit of President Jokowi to Papua was definitely for the sake to cope with the interest of the people of Papua.
President Jokowi definitely has also known the political and security aspect of the dispute of Papua that should be solved cordially. The political, security and justice are important to be solved but it could not be materialize rapidly it needs time and enough communication. President Jokowi knows exactly the solution of the political dispute will take time, patiently, cordially and peacefully of among all the Papuan concerned. The dialogue on this problem is definitely important but it could only be done through the political field proportionally.
However as it has been said President Jokowi also knows exactly how difficult it is the social and economic situation of the people of Papua while the daily needs of the Papuan should be definitely solved instantly, because the daily merchandises are urgent problems that should not be delayed. The health of the people, the food for the children and the education equipment for the young generation are among the social problems that could not be delayed. Accordingly during the visit of President Jokowi to Papua, President Jokowi was more focusing his attention on social and economic problem.
So far it was not also identified the influence of any political problem to the visit of President Jokowi to Papua. On the contrary though most of the visit of President Jokowi were more focused on social and economic problems but this kind of visits were apparently useful to establish the communication between President Jokowi with the society and leadership figures locally communicating those necessary thing of their life.
Conclusion
As it has been observed by various political communities domestically, the trustworthy of the Indonesian people to President Jokowi’s competence to lead the country is increasing and likely President Jokowi, the Seventh President of the Republic of Indonesia of the period of 2014-2019 will become the successful President and likely he will become the strong Presidential candidate in the Presidential Election of 1919.
It means the consolidation of the Indonesian National Resilience will reach the goal, comprising of Indonesia as the strong country—and one important aspect will be the successful of Indonesia to solve the problem on the territorial dispute with other groups of community, included the dispute of Papua.
The attractive leadership of President Jokowi is likely potential to be used as the means to attract the support of the Indonesian people that is consisting of various ethnic, race, tribe and groups of societies to solve national problem. The leadership of President Jokowi has been likely accepted by the majority of the Indonesian people in general including the Papuan People.
The various policies made by President Jokowi apparently are potential to bring Papua to develop significantly, increasing the quality of life and erasing the Papuan backwardness. In this kind of alertness it is strongly hoped the attitude of any Papuan intellectual such as the comment of Natalius Pigai will never happen again and what happened in the past was just provoked by the miss understanding.
