REPUBLIKA.CO.ID, JAKARTA -- Chairman of the United Development Party (PPP) at the House of Representatives Marlinawati has called for discussions on the bill for Protection from Sex Crimes to be expedited, declaring it should adequately serve the people.
"We welcome the decision by the Legislation Board (Baleg) and the government to add the bill on Protection from Sex Crimes to the priority list of the National Legislation Program for 2016," she stated in Jakarta, Tuesday.
The announcement came as the bill was introduced to the priority list of the program, which had just been ratified by Baleg of the House of Representatives, Monday.
"As the bill was initiated by the House of Representatives, we are hoping that the process will move quickly," she reiterated.
She expected the bill, proposed by the Prosperous Justice Party, to be passed later this year, given its urgent status in addressing the threat of sex crimes in society.
"We are going to push members of the PPP faction in the House of Representatives to the front line on the discussion surrounding the bill," said the vice president of the PPP Central Executive Board.
She noted that the debate over the choice of words such as "crime" and "violence" in the bill would need to be comprehensively settled by the Baleg after considering the feedback of stakeholders.
The substantial legal norms in the bill must be oriented toward the protection of the people, especially victims of sexual crimes. This bill will also need to be supported by strict sanctions to deter sex offenders from continuing to commit these crimes, she added.
Further, as one of its primary goals, this bill will need to raise awareness among the citizens of the risk of sexual crimes. The secondary initiative addresses the offender's actions, followed by focusing on the long-term recovery of the victims.
Reinforcement programs will be applied following sanctions for offenders who have not been sentenced to death.
This bill is expected to supplement Government Regulation in Lieu of Law (Perppu) Number 1, 2016, on the Protection of Children. The PPP faction in the House of Representatives has long advocated for the Child Protection Perppu to be accepted as law.
"Additions and corrections to the Perppu can be done in the future once the child protection laws are changed," Marlinawati stated.
