REPUBLIKA.CO.ID, JAKARTA -- President Joko Widodo (Jokowi) has assessed that political lobbying occurred while finalizing the distribution of the Special Allocation Funds (DAK), which led to an ineffective budgeting process.

"We often see that its process was frequently determined by the bargaining position of the region, less transparent practices, and political lobbying, among others," President Jokowi remarked while opening a limited meeting to discuss DAK at his office here on Wednesday.

According to the president, development programs of national priority are determined by effective budgetary processes, which are right on target, including the DAK allocation process.

The head of state asserted that the government was keen to let go of old practices and traditions.

The president argued that the existing budgeting system was not based on priorities or needs.

"Consequently, we see that the absorption of DAK is not optimal in the regions, and there are still significant amounts of unutilized funds," the president pointed out.
