REPUBLIKA.CO.ID, JAKARTA -- Setara Institute Chairman Hendardi said President Joko Widodo in one year of his government has not yet shown a leadership quality in the legal field.

"Joko Widodo's leadership is still confined to development in the infrastructure field, not all fields of development," Hendardi said in a short text message here on Sunday.

In the fight against corruption, Joko Widodo failed to conduct an effective leadership which supported efforts to eliminate corruption.

The government still served only as a 'fire extinguisher' of conflict which basically is created by ministers and state officials under his administration, according to Hendardi.

"In a passive leadership against the fight against corruption, it is difficult to find a significant breakthrough," he added.

Apart from the criminalization of the leaders of the Corruption Eradication Commission (KPK) and the revision of the KPK law (which has the potential to weaken the anti-graft agency), Regional heads, ministers and institutions under Joko Widodo are also increasingly 'pampered' with an anti-criminalization protection.

In the legal field, Joko Widodo also failed to manage the National Legislation Program (Prolegnas) which is deliberated with the House of Representatives (DPR), thus failing to protect laws which are tangibly needed by the people.

"The people are not yet confident on the performance of law enforcers and on the integrity of officials in legal field," he said.

Hendardi is of the view that the minister of law and human right has not yet been effective as a public official but only as representation of a political party and become a protector of political party's interest.

The government of Joko Widodo will reach one year on Tuesday, October 20, 2015.

After one year of Joko Widodo's government, there are still many problems remaining unsettled, particularly his promises during the election campaigns as contained in his Nawacita (nine national priority) programs.
