Ministry of Education asked to look into corruption allegation

REPUBLIKA.CO.ID, JAKARTA -- The Education and Culture Ministry asked to look into the finding of the Indonesian Corruption Watch (ICW) of indications of corruption in the procurement of modules for the training of teachers to supervise the implementation of the 2013 school curriculum.

"I am convinced that the minister would follow up the finding of the ICW. The ministry should hand over the case to the Corruption Eradication Commission (KPK) if the finding is serious," Legislator Teguh Juwarno from the Commission X of the House of Representatives said here on Saturday (20/12).

The politician from the National Mandate Party (PAN) said the education and culture ministry should be serious in looking into the possibility of corruption in the implementation of the 2013 Curriculum, which has been halted by the ministry.

"Corruption is very much possible in the procurement project. Whoever is the minister, procurement projects easily become a target of corruption," Teguh said.

Therefore, control should be tight internally by the Inspector General of the ministry, and externally by the Supreme Audit Agency (BPK), he added.

He said the investigation initiated by ICW deserves high appreciation showing active role by non government organizations and the people.

The finding by ICW is expected to encourage control by the people and trigger anti corruption spirit of the people, he added.

Earlier, ICW reported indications of marked up in the budget for the procurement of modules needed in the training of teachers to supervise the implementation of 2013 curriculum in Malang.

"The alleged corruption in Malang involved only Rp983 million with potential losses in state fund of Rp786 million. As the state fund involved is not up to Rp1 billion we reported our finding to the ministry in the hope that the ministry would take up from there," ICW spokesman Febri said.

KPK will handle investigation of corruption cases involving more than Rp1 billion in state fund.

Febri said the alleged corruption in the education and culture ministry is markup.

The Center for Development and Empowerment of Teaching Staff(P4TK) for the Automotive Sector in Malang provided the procurement of 22,221 modules for the training of supervisors for Central Java, Central Kalimantan and Gorontalo.

ICW found that the prices of the modules were inflated from the real price of Rp10,000 to Rp40,000-Rp60,000 each.

"The Education and Culture Minister under the new minister promised to follow up our report," Febri said.

The new Minister Anies Baswedan has passed order to postpone the use of the 2013 curriculum and return to the old curriculum , saying the 2013 curriculum is too complicated for most of the schools.
