REPUBLIKA.CO.ID, JAKARTA -- Government will halt civil servant recruitment for five years. Minister of Administrative and Bureaucratic Reform, Yuddy Chrisnandy said that the policy would be started in 2015.
"We have conducted a study on the five year moratorium of civil servants," Chrisnandy said recently.
This moratorium could be shortened if the country's condition improved. For example, if public confidence on state apparatus improves, the productivity of civil servants increase, state's financial condition becomes positive and there is a need to recruit new civil servants, so that the government may terminate the moratorium.
Chrisnandy explained that this moratorium was part of mental revolution programs brought by President Joko 'Jokowi' Widodo. Government will monitor civil servants performance in order to ensure better public services. The moratorium also aims to reduce cost of spending on personnel budget.
Ministry of Administrative and Bureaucratic Reform would carry out an internal audit to analyze the workload in each organizational unit of government. Member of the Indonesian Democratic Party of Struggle (PDIP) in Parliament, Rieke Diah Pitaloka appreciated the government's plan. However, there are several things that must be explained, including how long the moratorium period specified.
Next, what will be conducted during the moratorium by central government, provincial and districts or cities. Government also has to identify problems related to the civil servants.
