REPUBLIKA.CO.ID, JAKARTA - The constitution of the cabinet lineup is 99 percent complete, according to the former deputy chairman of the Jokowi-JK government transition team, Andi Widjajanto, on Thursday. He also said that the new cabinet might be announced by Oct 29, 2014.

Widjajanto further stated that President Jokowi, as he is popularly known, was awaiting a reply from the House of Representatives (DPR) regarding his request for recommendations on his plan to change the current cabinet formation and some of its nomenclatures. He explained that the president had written to the DPR asking for recommendations in accordance with law number 39 of 2008 on ministries.

According to article 19 paragraph 1 of the law, "Changes, as a result of separation or merger of ministries, must be carried out with consideration from the DPR."

Paragraph 2 of the article states that "consideration, as referred to in paragraph 1, must be given by the DPR within seven days at the latest after the letter is received."

Article 3 of the law states, "If the DPR fails to give its recommendations after seven working days, as referred to in paragraph 2, it will be assumed that the DPR has already given its consideration."

Widjajanto noted that President Jokowi had sent the letter to the DPR as per the law and also as part of efforts to maintain relations between state institutions. So in keeping with the law, he said that the cabinet lineup would be announced by October 29.

He also added that if the DPR did not complete its deliberations within the deadline, the president would conduct political communications with the DPR leadership.
