REPUBLIKA.CO.ID, JAKARTA -- Chief of the Central Statistics Agency (BPS) Suryamin said the Indonesian Democracy Index (IDI) may have an impact on investors investing in the country.

"It may affect investors. If the IDI shows that demonstrations happen and the condition is not conducive, investors particularly foreign investors will be reluctant to invest," he said here on Friday.

On the contrary, more and more investors will invest in the country if the index is good, he said.

The BPS announced that IDI in 2013 had increased 1.05 points from 62.63 points in 2012 to 63.68 points within a zero to 100 scale.

"Despite the increase, Indonesia is still categorized in the intermediate scale," he said.

The BPS had defined three categories in the IDI's scaling: advance (up to 80 points), intermediate (60-80 points), and poor (less than 60).

With 63.68 points, Indonesia was mentioned in the post-reformation democracy transition phase, which indicated that people's high participation in politics and civil freedom had increased.

However, political rights was still hindered, and democratic institutions in Indonesia had not fully functioned yet.

Suryamin said all elements of the government and community should take part in improving IDI by playing an active role in improving various matters based on the recommendation on IDI.

"We have been cooperating with the Home Affairs Ministry, the Coordinating Ministry for Political, Legal and Security Affairs, and the National Development Planning Agency (Bappenas) to increase IDI," he said.

He explained IDI's scaling in 2013 was average due to three major factors: civil freedom (79.00), political rights (46.25), and democratic institutions (72.11).

"We can say although the index had increased in 2013, its point was relatively the same as that in 2012, where the civil freedom and democratic institutions were in the intermediate scales, and the political rights was in poor scale," he noted.
