Agus Martowardojo: Anny Ratnawati must run legal process on Hambalang project approval

REPUBLIKA.CO.ID, JAKARTA -- Former finance minister, Agus Martowardojo refused to take responsibility on Hambalang sport center project's approval with state funds of 2.5 trillion for construction services and its facilities. He said the budget submission could be banned if former Director General of Budget, Anny Ratnawati obeyed his disposition letter.

The disposition letter requested that echelon officials noticed an appeal from Minister of Finance about budget submission process by Ministry of Youth and Sports. Bank Indonesia's governor attended a trial session of Hambalang case as a witness over the defendant, former Minister of Youth and Sports, Andi Alfian Mallarangeng.

"I told her (Anny Ratnawati) to finish it! I mean, it should be carried out based on the right procedure and rule," Martowardojo said at Corruption Court in Jakarta recently as reported by Bambang Noroyono.

In his testimony, Martowardojo said that he really did not know anything about the multiyear budget submission. He only knew the presence of internal memo from Ministry of Finance related to the change request of Hambalang project into multiyear budget scheme.

"The initial budget was 125 billion IDR and it became 2.5 trillion IDR. I saw the memo on November 29, 2009," Martowardojo added.

Martowardojo said that Public Works Ministry was also in charge of issuing technical recommendations and approving a multiyear budget for Hambalang project as requested by Mallarangeng’s office. However, there was no approval from Public Work Minister, Djoko Kirmanto, just signed by Minister of Youth and Sport's secretary, Wafid Muharram.
