China finances Sunda Strait Bridge

REPUBLIKA.CO.ID, JAKARTA – China agreed to invest in Sunda Strait Bridge (JJS) project in business to business pattern or loan, the Deputy Minister for National Development Planning at Bappenas, Dedy Priatna, said. “China has not decided the amount of financing yet because they also know that the feasibility study of JJS has not finished,” Priatna said on Tuesday.

New investors can participate if the feasibility study is finished with consortium’s right to become initiator. Several countries have applied, such as Denmark and Japan.

China, he added, was also ready to involve in the project contained in the Master plan for the Acceleration and Expansion of Indonesia’s Economic Development (MP3EI). Government is first improved the presidential regulation before continuing the JJS project.

The regulation has not accommodated the responsibility of bridge construction. Thus, government through the Ministry of Finance cannot give the guarantee to Consortium Company. The Head of Fiscal Policy Office, Bambang Brodjonegoro, said the presidential regulation number 67 which became the groundwork of the project only referred to public private partnership (PPP).

“JSS is not in the presidential regulation number 67. It was included in another presidential regulation instead,” he said. The Ministry of Finance has not given the guarantee for this project due to the unrevised presidential regulation.

Government hopes the agreement of JJS development can be signed on April. The Ministry of Finance has a week to study the agreement.
