REPUBLIKA.CO.ID, JAKARTA -- Secretary of the Directorate General of Penitentiary, Ministry of Justice and Human Rights Jakarta Sri Puguh Budi Utami said, prisons in Jakarta contained too many prisoners and too crowded. Such as Salemba jail, Prison Class 1 Salemba, Prison Class 1 Cipinang, and Narcotics Prison Cipinang.

Sri stated, prisoners in Salemba Correctional Institution contained more than 5.000 people. The capacity was only for 2.000 prisoners.

"The number of prisoners is double than the capacity. Service can not be done well, coaching can not be done well. Maybe there is human right abuse," said Sri, Friday, (July 21).

To solve the problem, Directorate General of Penitentiary, Ministry of Justice and Human Rights of DKI Jakarta will borrow land in Ciangir, Tangerang, Banten.

"Salemba prison is crowded. We want to borrow land in Ciangir belongs to Jakarta provincial government."

According to Sri, Jakarta provincial government has given permission to borrow the land. But the Jakarta's Directorate General of Penitentiary, Ministry of Justice and Human Rights must communicate with many stake holders.

This new prison had open camp concept. Prisoners would be educated to give contribution to country. They would be involved in many activities, such as farming.

All prisoners in new prison must work. They could not just rest or do nothing. They must be useful for this country.

Jakarta Governor Djarot Saiful Hidayat said, Cipinang prison was also overpopulated. Normally it contained 3.000 prisoners but it contained 9.000 prisoners.

"They can borrow the land to build prison for ten years. It is just like in prison Pondok Bambu, lending period can be extended," said Djarot.
