KPK meets Jokowi to provide inputs on government management and system improvement

REPUBLIKA.CO.ID, JAKARTA -- The leadership of the Corruption Eradication Commission (KPK) met with President Joko Widodo (Jokowi) on Friday to convey its advice on government management and system improvement.

"The KPK leadership provided inputs for the President on government management, system improvement and others," Presidential Special Staff Johan Budi said after accompanying Jokowi during the meeting with four leaders of the KPK here on Friday.

Besides KPK Chairman Agus Rahardjo, other leaders, notably Alexander Marwata, Saut Situmorang, and Basaria Panjaitan also attended the meeting.

Agus said his meeting with the President was following a request from the KPK leadership to provide inputs for the Head of State.

"We need to provide inputs. We also conveyed our thanks for financial assistance needed by Novel Baswedan for his health treatment," Agus said.

Novel is a senior KPK investigator, who is being treated in Singapore for an acid attack on him by unidentified men recently.

The KPK, among others, provided inputs that the 10 percent PPN (value added tax) for government contracts and the 10 percent capital expenditure have not been maximally utilized yet.

These taxes have an impact on other regulations. A project worth less than Rp200 million for example, cannot be implemented as it should pass the auction process.

"We suggest that the 10 percent PPN be evaluated," he said.

Besides, there is also a gap between the anti-corruption law (UU Tipikor) and the UNCAC (the United Nations Convention against Corruption). Indonesia has not yet issued a private sector law. 

A private sector law can build the nation's character, besides impress upon the importance of undertaking bureaucratic reform.

Alexander said the KPK has taken actions against tens of problematic regional heads. "This could happen because internal supervision plays a lesser role, such as the inspectorate general," he said.

He also proposed that rules for the discharge of civil servants should be made firm because so far there a lot of deviations and ethics violations whose sanctions were not clear.

Basariah shed light on the authorities of the PPNS (civil servants investigators), customs and excise. "If authority is given to agencies, then it is easy for them to deviate and become arrogant. What we are doing is to cooperate with customs and excise so that all goods will pass through the official lanes." 

Saut expressed the need to make breakthroughs for task forces under one organizational structure, whose tasks are not only to prevent and to prosecute, but also to monitor."There should be details of rules that should be observed for instance no official can play golf beyond regulations, such models are under consideration," Saut said.

President Jokowi said the government will support whatever is done by the KPK in its efforts to create a clean government that is free from corruption.

"The government needs the support of KPK to build a good government," Jokowi said.

The government continues to apply a management system and governance in accordance with the people's expectation. "(Namely), a government which is fast in providing services to the people, free from corruption and has global competitive edge," he said.
