REPUBLIKA.CO.ID, BANTEN – The Vice Chairman of People's Consultative Assembly, Hidayat Nur Wahid, said that the amendment of the Constitution by restoring the Guidelines was still possible. The space of the amendment was mentioned in the Article 37 paragraph 1,2,3,4 of the Constitution of 1945.

In principle, said Hidayat, the amendment can only be done with request from the members of the assembly. But, there was no one who formally proposed for it.  “We, the leader of the Assembly, need their formal proposal to be able to manage the very good suggestion further. Not only from the party, but from the members of the Assembly who representing the factions of political parties and members of the Assembly of the DPD group, '' said Hidayat in South Tangerang, Banten, on Monday (26/12).

According to the provisions of law, constitutional changes can only be proceed if the proposal be submitted by at least 1/3 of the members of the Assembly. The proposals must also be submitted in writing. The Assembly leaders, he added, had received a proposal from the Council. But it has not met the minimum requirement 1/3 of the number of members of the Assembly.

Meanwhile, the proposal from the Council not only brought the agenda or agrees to amend the Constitution with the Guidelines. They also proposed a few chapters.  Hidayat said that, in principle, the proposed amendment to the Constitution is a very good suggestion. It would bring certainty about the future of Indonesia's development plans. “But, we remain to be passive, we wait,'' he said.

If there were proposal from the members, from the members of the Assembly who represent the political parties or counsil, and the amount was at least 1/3 of the number of members of the Assembly, then it was submitted in writing in accordance with the Article 37 paragraph 1, 2, 3, the People’s Consultative Assembly leaders would make a follow-up.
