Pertamina: N Sumatra's gas not coming from just one source

REPUBLIKA.CO.ID, JAKARTA -- State-owned oil and gas company Pertamina revealed that North Sumatra's gas supply is not only sourced from liquefied natural gas (LNG).

Pertamina has two gas sources for North Sumatra: piped gas from the Pangkalan Susu gas field and LNG from the Donggi Senoro plant in Central Sulawesi.

Vice President Corporate Communications of Pertamina Wianda Pusponegoro stated on Thursday that four million standard cubic feet per day (MMSCFD) of piped gas from the Pangkalan Susu field is distributed by PT Pertamina EP.

Meanwhile, four MMSCFD of LNG is supplied from the Donggi Senoro plant through a regasification process in Arun, Aceh.

He noted that the gas from the Arun regasification unit was sold to state-owned gas distributor company PT PGN at US$13.8 per million British thermal units (MMBTU).

"About 85 percent of the price components are decided by the government. It included a US$2.58 toll fee per MMBTU plus a value-added tax and regasification cost of US$1.85 per MMBTU," he explained.

However, according to Wianda, the price of piped gas from the Pangkalan Susu field is also decided by the government, but it is only set at US$8.13 per MMBTU.

"With such a composition, the PGN should carry out a price blending of the two price rates based on the average price and supply volume. This is not disclosed to the public to avoid any misperception. It appeared as though the gas only came from LNG whose price is high. It corners Pertamina, which in fact tries its best to optimize gas supplies by offering a competitive price to industries through the PGN," Wianda clarified.

Corporate Communications Division Head of PGN for North Sumatra Irwan Andri Atmanto earlier remarked that PGN's gas purchasing price set for customers was high, and hence, it had also set a high selling price.

He said that PGN purchased gas from the Arun regasification plant at US$13.8 per MMBTU and resold it to industries at US$14 per MMBTU.

"The PGN only keeps a margin of US$0.2 per MMBTU to cover its operational costs and maintenance fees for the 700-kilometer gas pipe network," he stated.
