REPUBLIKA.CO.ID, PONTIANAK -- President Joko Widodo's plan to reshuffle ministers failing to meet performance expectations is not made abruptly, according to the National Democratic Party (NasDem).
"We support the plan as it has been made not suddenly. It must have passed detailed evaluations," Secretary General of NasDem Patrice Rio Capella stated here on Thursday (7/5).
He pointed out that if all the ministers in the Working Cabinet had performed well, there would be no calls for a reshuffle.
Capella emphasized that the performance of all ministers was possibly not the same, and the president would not risk losing time.
"Possibly, there have been ministers who have worked efficiently while others were still going nowhere. The aim of the cabinet reshuffle is to enable ministers to work effectively," the NasDem secretary general noted.
He was reluctant to divulge the names of the ministers who should be replaced.
"It is unethical for me to evaluate the ministers' performance. It is the president who has the right to evaluate them," he added.
Capella did not turn a blind eye to the presence of several complaints raised by the people on Indonesia's economic conditions.
"What is certain is that NasDem supports the step of the president," he affirmed.
He said it was pointless to question the political background of the ministers who were going to be replaced, regardless of whether they came from political parties.
"But, at least, the president should discuss it with the political parties whose ministers are going to be reshuffled," he added.
House Deputy Speaker Fahri Hamzah meanwhile vowed to support President Joko Widodo if he reshuffles the ministers of his working cabinet.
"The president should evaluate the cabinet's performance if he considers that his ministers were not able to deliver based on his expectations," Fahri noted on the sidelines of his visit to Polewali Mandar (Polman), West Sulawesi, on Wednesday.
He pointed out that the government should run effectively, and improvements are necessary.
"The replacement of a minister is the prerogative right of the president. Ministers are appointed and discharged by the president based on his prerogative rights," he affirmed.
Besides having the right, the president is also obligated to evaluate the performance of his ministers.
"The House supports the government if it carries out its duties, including a cabinet reshuffle, so that it can run well," he stated.
He noted that based on his and the other lawmakers' experiences, several ministers cannot speedily deliver the required performance, possibly since they were new in the government.
"They cannot make immediate adjustments. Probably, they have no ability to do it. Such ministers deserve to be reshuffled," he affirmed.
Vice President Jusuf Kalla confirmed on Monday that the government will reshuffle its current cabinet in a bid to improve its performance.
"Yes, it will be done as performance needs to be improved, and it will need people with the required capabilities," he stated at his office.
He declined to divulge further details regarding the criteria to replace or reposition ministers in the cabinet.
He also did not reveal when it will exactly be carried out.
"We have not yet discussed it, including the date. Certainly, it will be carried out in time if it is considered necessary," he remarked.
Kalla had earlier noted that the performance of current ministers will be evaluated, and if a reshuffle is required, it will be done.
"The ministers will be evaluated. A cabinet reshuffle will be done depending on the needs, and it is the government's affairs and not that of the survey institutes," he added.
