REPUBLIKA.CO.ID, JAKARTA - Minister of Marine and Fishery Affairs Susi Pudjiastuti puts moratorium on fishery vessels. The move will decrease state income, but she has another way to boost it. Pudjiastuti said that she prepares a governmental regulation (PP) to increase non-tax state revenues (PNBP) from maritime sector.
The moratorium is following the shocking report that state only obtained 8,000 IDR per gross ton of fish per year in non-tax revenue. Meanwhile, the vessel repeatedly sends a thousand tons of fish to Europe and US. She was upset that state only received 300 billion IDR per year in non-tax income from 5,329 large ships.
"It is very low, compared to government's subsidy allocation of up to 1.2 trillion IDR for diesel fuel provided to the fisheries industry. It cannot happen again," she said.
Pudjiastuti has a way to boost the PNBP. She will increase levies charged to large vessels at least 200,000 IDR per gross per year. New regulations will be put in place after the moratorium.
She admits that there are challenges ahead, including the implementation of law enforcement. Being the world's largest archipelago, Indonesia lacks of law enforcement. "I have met with Navy. The have at least 70 vessels, but they use only 12," she said.
