Tax revenues suffer drop following economic slowdown

REPUBLIKA.CO.ID, JAKARTA -- Tax revenue in December 6, 2013 reached only 81.87 percent. Director General of Taxation in Ministry of Finance, Fuad Rahmany expected the figure would not reach the target of 995.214 trillion IDR by the end of the year. The achievement decreased from 85.35 percent last year of the target of 835.225 trillion IDR.

Rahmany said that it was hard to cover the rest; about 18 percent despite tax acceptance usually soar by the end of the year. Low growth of gross domestic product (GDP) very influenced tax revenue in 2013.

"For example, mining industry has given the highest contribution to tax revenue," Rahmany said recently.

In period of 2011-2012, mining sector grew by 14.85 percent and encouraged tax revenue growth in 2012. Meanwhile, growth of GDP in this sector is only 0.5 percent this year. Oil and gas sector recorded a minus of 1.15 percent, while oil and gas mining experienced a negative growth of 1.32 percent. It was only excavation sector that recorded growth of 12.93 percent. It same as downward trend in commodity prices that was occurred.

An increase in tax revenue was experienced by other business sector. Construction for example, the growth reached 26.29 percent, while real estate sector reached 33.13 percent. However tax contribution of both sectors to total revenue was not great.

Taxation observer of University of Indonesia, Danny Septriadi said that Director General of Taxation has made many efforts to increase tax revenues. However, current economic situation is holding them to achieve the target.

Higher revenues can be received if they implement new policy and maximize program that has been running. One thing that they must do is determining the limit debt to equity ratio. Intensification and extension of tax revenue must continue to be encouraged.
