Can ISIS become a member of the UN?

I picked the above title from an article in Aljazeera.net dated 20th August 2015, 'Hal Yanalu Tandzimu ad Daulah Maq'adan bil Umami al Muttahidah?'. Tandzimu ad Daulah means ad Daulah al Islamiya fi al Iraq wa Suriyiah also known as the Islamic State of Iraq and Syiria (ISIS). The Aljazeera made the article by quoting from Rosa Brooks column that was published by the magazine Foreign Policy 19th August 2015 edition.

Rosa Brooks is a professor of law at Georgetown University, USA. He served as an adviser at the Pentagon (2009-2011) and senior adviser in the USA Foreign Affairs Department. In a column published in Foreign Policy magazine titled 'Making a State by Iron and Blood', Brooks seemed to remind the government of President Barack Obama. When the US and the world may not be aware of ISIS, ISIS can be accepted as a member of the United Nations (UN).

Brooks warning was based on the fact that although the world rejected ISIS, but the territory of Abu Bakr al-Baghdadi was more expanded. Not even two years the country was declared, ISIS has successfully controlled nearly 60 percent of Syrian territory and a third of Iraqi territory. Regions in the two countries were successfully taken and then they combined it to become ISIS state.

They did not care whether the country they founded with murder, rape, spread threats and fear, and other heinous crimes. They did not care how they managed to seduce or deceive tens of thousands of young people from various countries for risking their lives in the name of religion. What has happened was just for the greed of al Baghdadi.

Brooks gave the fact that the United Kingdom (Great Britain) established an empire over the slave trade. It also happened in Germany, which has conducted biggest and most evil of genocide in the history of humanity. ''Therefore, whoever says that ISIS will not be an ally of the United States later?'' Brooks wrote in his column in the magazine as a reference for policy decision makers in the White House. As we know, the UK and Germany has now became the main allies of the United States.

Now to establish ISIS, al Baghdadi and his followers also rely on iron and blood. They are willing to kill thousands of Iraqis and Syria as well as those from other countries. Anyone who wants to impede their ambition, deserve on thing: be killed!

Therefore ISIS leaders really do not care about the various charges of crimes against humanity that were pinned to them . However they were actually doing those crimes, such as burning people alive, beheading, and the massacre.

Looking at Western history, it can be said that it is not impossible that ISIS will receive recognition (de jure) internationally. The history, said Brooks, showed us that a crime is not an obstacle to successfully establish a state.

He then pointed France as an example. During the French Revolution, they had cut off around 30 to 40 thousand heads in public, only for independence reasons, equality, and fraternity (liberté, egalité, and fraternité). In the early 1790s, they even had killed more than 150 thousand people, even the horses steped on the children corpses. ''Look, France has now become ally of the United States,'' said Brooks. He added that many countries that had ever committed crimes against humanity, but has became a prominent member of the European Union and the North Atlantic Treaty Organization (NATO).

Now let us look to the 1940s. 11 million civilians had died as a victim of the Holocaust of Nazi Germany, most of them were Jews. However, Germany is today becoming a major country in the European Union. Do not worry, Mrs. Angela Merkel, all the crimes of Germany had forgiven and forgotten!

Back to ISIS, Abu Bakr al-Baghdadi could be the person who was most responsible for tens of thousands people who became war victims. However, according to Brooks, he was not a fool. Al Baghdadi knew exactly what he was doing, including the actions he and his followers did, just like spreading fear and terror.

So far, said Brooks, air strikes of US International Coalition to ISIS, still could not weaken the military power of al-Baghdadi. The air strikes that were broadcasted by media, have even made the ISIS popular. This provides an opportunity for foreign countries who are interested in joining al Baghdadi.

If  these conditions continue to run in the next few years, The West will negotiate with ISIS. This condition was exactly the same as when the US tacitly encouraging the Afghan government to negotiate with the Taliban. Perhaps in the negotiation, the US was directly involved. Therefore, ISIS is not impossible that one day will be accepted as a member of the United Nations and even become a US ally in the Middle East.

In other words, ISIS will continue to behead people. And, if they can not be destroyed, eventually the international will be exhausted and then decide to hold talks.
