KPK plans to summon Setya Novanto by force

REPUBLIKA.CO.ID, JAKARTA -- Commission Eradication Commission (KPK) planned to summons House of Representatives (DPR) speaker Setya Novanto by force. He failed to meet summonses of the anti-graft body for the third times.

"If in the third call, the witness is not comply with the summons, the Law allows KPK to summons him by force. But we hope he (Novanto) is cooperative," said Deputy chairman of KPK Laode M Syarif on Monday (November 13).

Syarif explained, KPK does not need permission from president to examine members of the House. 

Using that as an excuse, Novanto acted irrational, Syarif said. Moreover, Novanto attended the hearing to testify as witness for the defendant Andi Agustinus (Andi Narogong) in the e-ID graft case. He did it without president's permission.

"It was just an irrational excuse. He attended that summons without permission from the president. Why now he has to get permission from president?," Syarif said.

On Sunday (November 12), Novanto's lawyer, Frederich Yunadi advised his client not to appear in the hearing of e-ID card graft case defendant Anang Sugiana Sudiharja on Monday.

In a letter to KPK, Novanto said he used immunity rights as House's member.

He said, KPK does not have the rights to summons without permission from the president.

Novanto was named a suspect in e-ID card graft case in July. He allegedly played a key role in a plan to swindle funds earmarked for the project. The act contributed to an estimated Rp 2.3 million in state losses.

On September 29, he has succeeded with a pretrial motion and invalid the suspect status on his e-ID graft case. 

On last November 10, Novanto re-appointed again as a suspect. 

KPK said the decision came after the leaders of institution and investigators carefully learned the pretrial motion that had been decided by Judge Cepi Iskandar. 

KPK has conducted a new investigation for the development of e-ID graft case through the inquires process by examining a number of parties and collected relevant evidences.
