ICW reports alleged corruption of Jakarta's budget

REPUBLIKA.CO.ID, JAKARTA -- The Indonesia Corruption Watch (ICW) on Thursday reported to the Corruption Eradication Commission (KPK) alleged corruption of Jakarta city's budget.

Corruption was suspected of Jakarta city's budget in 2012-2013 and in the following fiscal years, ICW's budget division coordinator Firdaus Ilyas said here .

"This is part of the public concern with transparency in the implementation of the city budget, and anti corruption movement seeking to protect the state fund," Firdaus said.

The report by ICW followed one by Jakarta Governor Basuki Tjahaja Purnama (Ahok) about alleged illegal fund in the city's 2015 budget.

On February 27, Ahok reported irregularities in the city's budget in 2012-2015 including alleged illegal budget valued at Rp12.1 trillion in the 2015 budget.

Firdaus said he had a number of data to back up the alleged corruption, ICW reported to KPK.

"We collected the data from the process of auction, contracts, appointments , pricing , and selection of winners of auctions," he said.

He said based on the data the losses in state fund reached Rp278 billion including in the procurement of UPS (uninterruptible power supply), 'printer scan' of three dimensions and books for schools involving the Jakarta education office.

It was only from three packages of contracts involving the city's education service , he said.

Altogether, potential losses in corruption involving the education service alone reached Rp1.2 trillion.

The alleged corruption involved the city legislative and executive bodies, and vendors providing gods and services, Firdaus said.

He said it was the first report by ICW about alleged corruption of Jakarta city's budget.

"Certainly we would update the report. At least this would serve as a momentum to improve the budget management in the city," he said.

The budget corruption issue had triggered conflict between Ahok and the city council which seeks a motion of inquiry into the government, a move that could lead to his impeachment.
