REPUBLIKA.CO.ID, JAKARTA -- Jakarta Governor Anies Baswedan asserted zero percent down-payment housing scheme program was intended for people with middle-income. Those who earned around Rp4 million to Rp7 million per month included.
His statement came as a response of criticism that the program was not in favor of the poor. According to Anies, the program used a banking scheme where debtors should not allocate all of their income for paying installment.
"Because there is a maximum limit, where the percentage of income should not be bigger used to pay in installments," Anies said on Wednesday (Oct 17).
Anies explained in the banking scheme, debtors were required to spend its income not more than 30 percent to pay in installments. Therefore, the requirement of salary started from Rp4 million to Rp7 million needed to fulfill the rules in line with the banking scheme.

Anies said if people have income under Jakarta minimum wage standard (UMP), then they must follow a rent scheme in the flat for housing. Jakarta UMP is at Rp 3,648,035 and will be added 8,03 percent in 2019.
"They may rent it. Later, after being used for 20 years, the apartment can be their property. So this program can indeed use banking facilities,” Anies explained.
Jakarta Provincial Government has issued Gubernatorial Decree (Pergub) No. 104/2018 on the House Acquisition Funding Facility for Low-Income Communities. In the decree, people can have zero percent down-payment house, if they have lived there for 20 years.
Criticism that zero percent down-payment housing scheme program was not intended for poor people has been conveyed by various parties. Secretary of PDIP faction DKI Jakarta Regional Legislative Council (DPRD), Dwi Wijayanto Rio Sambodo said the program can’t be enjoyed by poor people in the capital city.
“We can say that in one year of this administration, there is no house program for the poor," Dwi said.
Public policy observer at Trisakti University, Trubus Rahardiansah assessed there was no legal umbrella for
zero percent down-payment housing scheme program. He said Gubernatorial Decree No. 104/2018 should be replaced with local regulation (perda), because it is a long-term program.
The target of the program also must be clear. Trubus said interest in buying zero percent down-payment house is relatively high.
