REPUBLIKA.CO.ID, JAKARTA -- Jakarta Metro Police on Monday (May 28) has conducted case title against alleged insults and threat to the president case involving a 16-years-old boy with initials RJ. Eight witnesses and expert witnesses also have been questioned.

"When all the files are completed, we will transfer it to the Prosecutor Office," Head of Public Relations of Jakarta Metro Police, Argo Yuwono said at his office on Monday.

Argo explained the implementation of law against RJ will be adjusted to the Law No.11 Year 2002 on the Juvenile Justice System. Indonesian Child Protection Commission (KPAI) agreed with the approach.

"He will be tried based on mechanism, according to Law on Juvenile Justice System," said KPAI commissioner Putu Elvina.

According to Elvina, RJ should still be tried in order to reveal the background of his act. The motives or intentions to utter inappropriate sentences against Jokowi must be known.

However, Elvina said most people realized that children are easily influenced by their friends. Their decision on doing or not doing something has become a medium to proof their loyalty to the association. It was a form of recognition or a wish to be recognized by their peer group.

Therefore, the actions that are challenging, testing the guts, or breaking the law were sometimes done to proof themselves to the peer group. Driven by their emotion, they did not count the effect of their behaviour.

On the other hand, juvenile delinquency which positioned the children either as victim, witness, or perpetrator must be dealt with law that applicable to the children as regulated in Criminal Justice System Law, Elvina said.

RJ is snared with Article 27 verse 4  juncto Article 45 Law No . 19 Year 2006 on Information and Electronic Transactions (ITE) with threat maximum 6 years. He has been placed at Marsudi Putra Social House in Bambu Apus, Cipayung, East Jakarta. Previously, a 15-year-old boy was sentenced to 1.5 year imprisonment in Medan, North Sumatra for similar case.

A video of RJ went viral on social media Instagram and first uploaded by account @jojo_ismyname. The shirtless young man posed a threat and challenged president while holding a frame of Jokowi's photograph.

RJ said he created the video to answer a challenge from his friend. He explained his friend challenged him to see whether the action will draw polices attention and resulted with an arrest  He accepted the challenge and his friend recorded the video.
