BPK finds non compliance in import management, procedure

REPUBLIKA.CO.ID, JAKARTA -- The Supreme Audit Agency (BPK) has unveiled a number of irregularities showing noncompliance with the law regulations in the management and procedure of foodstuff imports by the Trade Ministry. BPK chairman Moermahadi Soerja Djanegara told the lawmakers among significant results of audit by the BPK of the central government in the second half of 2017 were related to food import spending management and procedure.

Citing a number of noncompliance with the regulation related to import procedure and management Moermahadi said imports of 70,195 tons of rice were not fully covered with required documents, over expiration date and having double number.

In addition 200 tons of steamed rice were imported without recommendation from the Agriculture Ministry, he said on Tuesday.

He went to say other examples of noncompliance that imports of 9,370 cows and 86,567.01 tons of beef and 3.35 million tons of salt in 2016 were not fully covered with the necessary required documents.

The Trade Ministry also did not have system to monitor realization of imports and discipline to reporting by importers.

Allocations of imports of white crystal sugar, rice, live cows and beef were not in line with requirement and domestic production.

Import approval for 1.69 million tons of sugar was not based on decision of a coordination meeting; and approval for the import of 108,000 tonsof red crystal sugar given to PT Adikarya Gemitang was not backed up with requirement data analysis.

Import approval given to state-owned Board of Logistic (Bulog) in 2015 for 50,000 live cows was issued not based on the decision made in a coordination meeting; and approval for the imports of 97,100 tons of beef with realization of 18,012.91 tons valued at Rp737.65 billion, was not based on a decision of a coordination meeting or recommendation by the Agriculture Ministry.

Moermahadi said BPK then came a conclusion that the Internal Control System of the Trade Ministry is not effective to call for full compliance with the law regulations.

He said BPK recommends the Trade Ministry develop Inatrade portal integrated with the portals of other institutions or entity, which provide documentation data as a result of coordination and recommendation data.
