REPUBLIKA.CO.ID, JAKARTA -- Deputy Chairman of Legal and Human Rights Council Central Boards of Muhammadiyah Maneger Nasution assessed, the government has given a slow response in handling deportation case of ustaz (Muslim teacher) Abdul Somad in Hong Kong. He said, government must present to fulfill the mandate to protect all citizens.
"The state, especially government, must present itself to protect the citizens in accordance with the Constitutional mandate as in the opening of the 1945 Constitution," said Maneger, Monday (December 25).
The protection of Indonesia citizens in abroad is actually a top priority for the government through Ministry of Foreign Affairs. If Indonesian has fulfill requirements and procedural and legal administration to enter the territory of another country and then deported, the country should asked what is wrong with the citizen, Manager said.

In Article 19 letter B Law No. 37/1999 on Foreign Relations, the representative of Indoonesia Republic is obliged to 'inter alia'. Among the inter alia are providing protection, protection and legal assistance for Indonesian citizens and legal entities outside country.
This was in accordance with national legislation and international law. Maneger asserted, what happened to ustaz Somad was very unfortunate.
Maneger expected, the government through Ministry of Foreign Affairs through the Directorate of Protection of Indonesian Citizens and Legal Entities Indonesia (BHI) abroad under the Directorate General of Protocol and Consular to question Hong Kong immigration. The detail reason of ustaz Somad deportation must be clear and no more presumption.
He added, public should also continue to be educated while abroad, where the authority of Indonesia Government is limited by the sovereignty of the law in the country where the citizen is located.
However, government still must protect citizen according to the rules of international law with respect to law in that country, he said.
