Existing presidential threshold is good enough: Tjahjo

REPUBLIKA.CO.ID, JAKARTA -- Home Affairs Minister Tjahjo Kumolo said 20 to 25 percents of presidential threshold was based on Constitution. The government insisted it was good enough.

Tjahjo said the requirement of presidential candidate with or without presidential threshold had strong constitutional basic. 

Article 6A verse 2 of Indonesian Constitution stated that pair of president and vice president candidates proposed by political parties or group of political parties joining the general election. 

Meanwhile, the third amendment of Indonesian Constitution did not mention prohibition of presidential threshold.

"So, it can be concluded that the detail of article 6A verse 2 of Indonesian Constitution to Law was an open legal basic which given its authority to the legislator,” Tjahjo said in a statement on Saturday (July 8).

He said that two presidential election and simultaneous regional election had been held well under 20 to 25 percents of presidential threshold.

"By the regulation, the election had run well. Why should we change it?” he said.

Previously, Chairman of National Awakening Party (PKB) Muhaimin Iskandar said it consistently to propose 10 percents of presidential threshold. However, PKB would have its own perception when the presidential threshold was decided to be 20 percents.

“Our basic perception is 10 percents of presidential threshold. We still struggle for it,” said Muhaimin to reporters in Menteng, Central Jakarta on Friday (July 7).

PKB also proposed 5-7 percents of parliamentary threshold.

Related to the government proposal for 20-25 percents of presidential threshold, Muhaimin said there were some requirements to it. Firstly, the parliamentary threshold might be five percents. Secondly, the seats counting might be 38 seats.

Muhaimin said it does not meant that PKB had been softened. “PKB insisted on 10 percents. But, if there were be an agreement to be 20 percents, there would be some requirements,” he said.
