REPUBLIKA.CO.ID, JAKARTA – Corruption Eradication Commission (KPK) to examine financial ministry of 1998-1999 Bambang Subianto during the investigation of paid off certificate corruption case to the controlling shareholders of Indonesian Trading Bank (BDNI) in 2004. The certificate was given for the fulfillment of obligation to handover the assets by BLBI's obligor to Indonesian Bank Restructuring Agency (IBRA). It resulted on Rp 3.7 trillion of state lost.

"He would be examined as a witness, with the former Head of IBRA Syafruddin Arsyad Tumenggung (SAT) as the suspect,” said the Spokesperson of KPK Febri Diansyah in Jakarta on Monday (June 12).

Bambang was known as a former Committee Head of Financial Sector Policies (KSKK) and former Head of IBRA. KPK would also examine former BPPN staff Avilla Tamzil for the same suspect.

Previously, in an investigation of the case, KPK considered to cooperate with Interpol to come to BDNI's owner Sjamsul Nursalim in Singapore. He was a witness of the same case.

The certificate was issued based on Presidential Instruction No. 8 in 2002 on the giving of legal certainty to customers who finished their debts or legal sanction to those who did not, based on the auditory of Settlement of Shareholder Obligations (PKPS).

It was issued within the tenure of President Megawati Soekarnoputri who assigned former financial minister Boediono, former Coordinating Minister of Economy Dorodjatun Kuntjara Djakti, and former State-owned Enterprises Minister Laksamana Sukardi.

Based on the instruction, the customer was supposed to complete the debt even when they paid only 30 percents of the debt by cash and the 70 percents were paid by using certificate issued by BPPN.

Syafruddin was allegedly proposed to give Sjamsul the certificate to be ratified by KSKK. He changed the litigation process of obligation to restructure of Rp 4.8 billion.
