Lawmaker fears loss of Nawacita in 2017 state budget

REPUBLIKA.CO.ID, JAKARTA -- A lawmaker said he fears that the 2017 state budget has lost the spirit of Nawacita, the nine principle vision as the ultimate political goal of President Joko Widodo (Jokowi).

Mukhammad Misbakhun of the Commission XI of the House of Representatives said he noted there was no word of Nawacita in the introduction of the 2017 state budget by Finance Minister Sri Mulyani Indrawati.

Misbakhun said the Commission XI had been involved three times in the discussions of state budget including revision of 2015 state budget, 2016 state budget, and draft state budget for 2017.

"I am confused that in the 2017 draft state budget there was no word of Nawacita," he said at a working meeting with the Finance Minister and Bank Indonesia Governor Agus Martowardojo here on Thursday (9/1) night.

Nawacita is based on the Trisakti vision of the country's founding father Soekarno on sovereignty in politic, economy and cultural integrity .

Misbakhun said in the 2015 and 2016 state budgets there was word of Nawacita , but it was not found in the 2017 Draft State Budget.

He reminded Sri Mulyani to be consistent with Nawacita as it is in line with the aspirations of the people.

He said Nawacita is also political vision of the president, therefore, it should be reflected in the state budget.

He also warned the minister to be careful in revising the country's economic growth target set by the president even if on "professional judgement".

Earlier, the finance minister said that based on professional judgement on the most actual condition, most likely the economic growth target in the 2017 state budget should be revised from 5,3 percent to 5,2 percent.

"The Finance Minister said the economic growth target is 5,2 percent while in the Financial Note as presented by the President and has been approved by the House the growth target is 5,3 percent. This is confusing, who is correcting who," the outspoken lawmaker said.

He said before announcing the economic growth target in his state of the nation address, the President must have considered a "lot of professional judgement".

He cited even if the Finance Minister predicted economic slump, Bank Indonesia Governor Agus Martowardoyo has expressed optimism.

"The government has to be clear in determining benchmark," he said.
