REPUBLIKA.CO.ID, MALANG -- A circular No.SE/6/X/2015 on hate speech, issued by Chief of Police Gen. Badrodin Haiti, continued to be a public debate. Badrodin explained, the hate speech circular was addressed to the police, not to public.
He said, the circular was to handle issues of insult and defamation. It was set procedure on how the Police in central and local levels solve the cases of hate speech.
"If there is an issue of insult and defamation, the police have to provide solution of the case first, before send it to judicial proceedings," he said, after giving a public lecture at the University of Brawijaya, Malang, Friday (6/11).
Baidrodin stated, even if there is no hate speech circular, legal process on the insult and defamation cases would still be prosecuted. Previously, he confirmed that the circular was a confirmation of what had been stipulated in the Criminal Code, related to handling of cases of hate speech.
"Hopefully, it does not make the police hesitate in taking decisions of resolution of the case," he added.
