Tolikara incident suspected to weaken BIN

REPUBLIKA.CO.ID, JAKARTA -- The incident that occurred in Tolikara raised the disappointment of many parties. It then raised the question mark on the performance of the State Intelligence Agency (BIN).

Intelligence observers of University of Indonesia, Wawan Purwanto did not amazed then that many parties have questioned the performance of BIN.

"The authority of BIN was different now," he said in a public discussion "Behind the Tolikara incident - the threat for Homeland’s Integrity" held at the Alumni Corps of Muslim Students Association (KAHMI) Center, South Jakarta, on Wednesday, July 29.

Before the reformation era, said Wawan, BIN has the authority to conduct intelligence activities and execution. However, after the reformation era, there was a change in the authority of BIN.

"Now, the authority of BIN becomes narrower," he said.

According to Henry, the current BIN’s authority was merely as supporting the needs of intelligence information. After the reformation era, the authority to carry out executions was under Coordinating Ministry for Political, Law and Security (Kemenkopolhukam).

The regulations were summarized in the Law. "These regulations are handcuffing the BIN’s performance," he said. If people want BIN to execute and not just be a supporter of intelligence information, then, said Wawan, it was necessary to revise legislation which governing the authority of BIN.
