REPUBLIKA.CO.ID, JAKARTA -- Sukamta, a Justice Prosperous Party's (PKS's) legislator, has urged the government and the General Election Commission (KPU) to follow up on the Supreme Audit Agency's (BPK's) findings regarding preparations for holding regional head elections (Pilkada).
The 10-point findings pose a challenge to the government and election executor to immediately improve their performances, the lawmaker stated here on Tuesday.
The preparations for the implementation of simultaneous Pilkada must be improved immediately before it is too late and affects the entire process of the local elections, he emphasized.
"Yes, the preparations should be improved, as if it is delayed, it will affect the elections," he affirmed.
He remarked that there is a pressing need to make improvements in order to prevent potential problems, including security issues.
The BPK has submitted a report on its findings to the House of Representatives (DPR) on Monday (July 13).
The 10 findings are:
1. The budget allocation for the Pilkada is not in line with the existing regulations.
2. The Regional Grant Agreement Documents (NPHD) of the Pilkada in several regions are not yet prepared or not in accordance with the regulations.
3. The plan on the Pilkada's grant budget utilization is not in line with the existing regulations.
4. The grant account of the 2015 simultaneous Pilkada managed by the KPUs at the provincial, district, and city levels and by Bawaslu at the provincial, district, and city levels are not in accordance with the existing regulations.
5. The accuracy of the budget calculation for the Pilkada's security is still being questioned.
6. Most officials of the regional KPU and Bawaslu secretariats are not yet certified and have no decrees regarding their appointments.
7. The preparations for guidance on grant utilization reporting and accountability are not adequate.
8. The Constitutional Court has not yet issued a standard operating procedure as a reference for resolving conflicts when the Pilkada's results are declared.
9. The preparation stages of the simultaneous Pilkada are not in accordance with the schedule stated in KPU Regulation No. 2 of 2015.
10. The establishment of ad hoc committees is not in line with the existing regulations.
