Govt to assist election body clarify audit agency's findings

REPUBLIKA.CO.ID, JAKARTA -- The government is ready to help the General Elections Commission (KPU) clarify the findings of the Supreme Audit Agency (BPK) concerning preparations for implementing simultaneous regional head elections (Pilkada), stated Vice President Jusuf M. Kalla.

"We will help the KPU prepare the clarification. It will be discussed. The government will deal with every shortcoming," the vice president noted here, Tuesday.

KPU Chairman Husni Kamil Manik noted that his office has reached a consultative stage with the House of Representatives (DPR) regarding 10 points of the BPK's findings concerning the Pilkada.

As the BPK has unearthed discrepancies in the process of Pilkada's implementation stages, the KPU has urged the government to help clarify the findings, Manik remarked.

"Every finding of the BPK in fact concerns the roles of the KPU, the Election Supervisory Body (Bawaslu), the Constitutional Court (MK), regional governments, the central government, and the DPR," he noted.

Therefore, the KPU has appealed to the government to take the initiative to follow up on BPK's findings, he stated.

The BPK has reported 10 findings regarding the planned implementation of Pilkada.

The 10 findings are:

1. The budget allocation for the Pilkada is not in line with the existing regulations.

2. The Regional Grant Agreement Documents (NPHD) of the Pilkada in several regions are not yet prepared or not in accordance with the regulations.

3. The plan on the Pilkada's grant budget utilization is not in line with the existing regulations.

4. The grant account of the 2015 simultaneous Pilkada managed by the KPUs at the provincial, district, and city levels and by Bawaslu at the provincial, district, and city levels are not in accordance with the existing regulations.

5. The accuracy of the budget calculation for the Pilkada's security is still being questioned.

6. Most officials of the regional KPU and Bawaslu secretariats are not yet certified and have no decrees regarding their appointments.

7. The preparations for guidance on grant utilization reporting and accountability are not adequate.

8. The MK has not yet issued a standard operating procedure as a reference for conflict resolution when a conflict regarding the Pilkada's results arises.

9. The preparation stages of the simultaneous Pilkada are not in accordance with the schedule stated in KPU Regulation No. 2 of 2015.

10. The establishment of Ad Hoc committees is not in line with the existing regulations.

The BPK has submitted the report on its findings to the DPR on Monday (July 13).
