President disagrees with aspiration funds

REPUBLIKA.CO.ID, JAKARTA -- Minister of National Development Planning Andrinof Chaniago said that President Joko Widodo (Jokowi) did not agree with the aspiration funds program in the House of Representatives (DPR). According to him, the president refused because he worried that the program will overlap with the development program which has been compiled by the government.

"President did not agree. If it uses the concept of aspiration funds, it could collide with the vision and mission of president," said Andrinof after attending a limited cabinet meeting at the Presidential Office on Wednesday, June 24.

Nevertheless, Andrinof said Jokowi was not expressly voiced his opposition to the program which has been approved.

Parliament, he continued, should re-run the functions of legislation, budgetary and monitoring. Aspiration funds program where the members of Parliament could propose development programs in the regions, according to Andrinof, not the task of the parliament.

"If you go back to their respective functions, it will not overlap. DPR back on monitoring function, budget talks and legislation," he said.

Andrinof also did not agree with the Parliament’s statement that the aspiration funds will eventually be managed by the government. The Government, he said, will only run programs that have been established in the National Medium Term Development Plan (RPJMN).

Then, whether the government will reject the proposal of aspiration funds in the draft of state budget (RAPBN) 2016?

"That will be discussed later," said Andrinof.
