Watch out... Jakarta begins towing illegally parked vehicles

REPUBLIKA.CO.ID, JAKARTA - The Jakarta provincial administration on Monday has initiated to tow and impose fines for illegally parked vehicles on the city's streets. Head of Transportation Office of Jakarta Administration Muhammad Akbar stated that separate raids on illegally parked vehicles had been conducted in five areas--Tanah Abang (Central Jakarta), Jatinegara (East Jakarta), Marunda (North Jakarta), Kalibata (South Jakarta), and Jakarta Kota Train Station (West Jakarta).

The illegally parked vehicle will be towed and its owner will be imposed fine, starting from 500,000 IDR per day. The towed vehicles will be taken to three impounding lots of the Jakarta Transportation Office in Rawa Buaya (West Jakarta), Pulogebang Cargo Terminal (East Jakarta), and Tanah Merdeka Cargo Terminal (North Jakarta).

"We have deployed 15 tow trucks to control illegal parking in the five areas, which are prone to such practices, in Jakarta," Akbar noted.

In the meantime, Head of Land Transportation of the Jakarta's Transportation Office Syafrin Liputo reported that during separate raids conducted from 09:00 am until 12:00 pm, 10 illegally parked vehicles had been towed. The owners of the vehicles should pay the retribution directly to a virtual bank account. 

"So, no direct transaction will take place between the violators and the officers on the field," Liputo said.

The operation is regulated in the Regional Regulation (Perda) No. 3/2012 on Regional Retribution. The regulation allows the Jakarta administration to impose a fine of worth 500 thousand IDR per day on every vehicle owner.

The operation was also initiated as a direct order from the Deputy Governor of Jakarta Basuki Tjahaja Purnama, Liputo noted. Previously, the Jakarta provincial administration had planned to enforce parking meter system to improve its parking service. Jakarta Governor Joko Widodo hoped that implementing the parking meter system will prevent illegal parking or on-street parking.

"Illegal parking will continue to happen if not prevented. Lack of supervision has led to its continuation," Jokowi pointed out.

"Besides eliminating illegal parking, parking attendants will not be required, as the parking system will electronically be managed by the parking meter," Head of Technical Management Unit of Parking of Jakarta Administration Sunardi Sinaga said.

Around 200 billion IDR (of on-street parking fees) has been missing from the Jakarta administration's treasury. The Jakarta administration has managed to gain a revenue of 26 billion IDR per year from parking fees.

"Too many people are involved in such business," Sinaga remarked.
