Govt to extend retirement age of civil servant

REPUBLIKA.CO.ID, JAKARTA -- Committee of the House of Representatives and government held a meeting on Monday night to discuss Draft on Civil State Apparatus. Now, they approved to extend retirement age of civil servant, from 56 to 58 years.

The limit age will be 58 years for Echelon III, 60 years for Echelon I and II. The functional position can be more than that.

"Thank God it has been approved. All parties agreed to continue the second process in a plenary session. Insya Allah (if it is God's willing), we gets the new law that provides a solid foundation in bureaucratic reform of human resources," Minister of Administrative Reforms, Azwar Abubakar said recently.

Draft on Civil State Apparatus calculates the best management needs of civil servants. It also determined ways to recruit new civil servant, tiered education, placement and promotion. There is no longer kinship, no longer politicized.

The Draft also established official staffing, which is currently divided into two. The highest position for official career is a regional secretary, while the authorities to appoint and remove employees are ministers, heads of agencies, governors, regents and mayors. Selection of Echelon II to II is conducted through an open promotion. Regional Secretary will be supervised by Civil State Apparatus Commission.

Abubakar is optimistic that Law on Civil State Apparatus can change government bureaucracy.

"Without such system, we are hard to change. We understand the word of anti-corruption, but how can we go away from it? If Korea can improve its bureaucracy in 30 years, Indonesia can do it in 10 years," he said.
