REPUBLIKA.CO.ID, JAKARTA -- State-owned oil and gas firm PT Pertamina is increasing the number of places where owners can fit radio frequency identification (RFID) devices on their vehicles for the monitoring and controlling of subsidized fuel consumption.

"To accelerate the fitting of the RFID devices, we are increasing the number of points where vehicle owners can install the devices in public places such as shopping centers, office areas and housing complexes," Pertamina Marketing and Commercial Director Hanung Budya said after attending Pertamina's "Love the Earth" function here on Wednesday.

He said that vehicle owners could now fit the devices at all 263 refueling stations (SPBU) in Jakarta.

"The addition of places for fitting the RFID devices is expected to make it easier for owners to have the instrument installed on their vehicles," Hanung said.

He said that the program had been progressing well as about 70,000 cars could have the devices fitted on the nozzles of their fuel oil tanks per day.

"About 90 percent of the system has been running so that we hope its implementation will have covered all vehicles in Jakarta by the end of December," he said.

The installation of the device is part of Pertamina's program to monitor and control subsidized fuel oil consumption. The program is based on Energy and Mineral Resources Minister's Regulation No. 1 /2013 and Downstream Oil and Gas Regulator (BPH Migas)'s Regulation No. 6 / 2013.

The subsidized fuel consumption monitoring and control program is implemented with two systems namely installing the devices at vehicles and SBPUs.

At the SBPUs, a reading device is fitted on the nozzles of fuel pump and on the server. The RFID is fitted on the nozzles of the cars' fuel tanks.

Pertamina's data showed that the number of vehicles with 'B' police registration numbers in Jakarta reached 15 million.

Of the number, 10.5 million are cars and 4.5 million are motorcycles.

Pertamina was tasked by the government to distribute 47.6 million kiloliters of subsidized fuel in the 2013 budget year, comprising 29 million kiloliters of subsidized gasoline, 14.3 million kiloliters of subsidized diesel and 1.2 million kiloliters of kerosene.

The state oil and gas company distributed a total of 22.6 million kiloliters of subsidized fuel in the first six months of this year, accounting for 47.4 percent of the quota set in the 2013 revised budget.

"The realization of subsidized fuel distribution is still on track and is expected to be enough to meet demand for the whole year," Ali Mundakir, Pertamina?s vice president for corporate communication was quoted as saying by the Jakarta Globe recently.

Pertamina distributed 14.4 million kiloliters of subsidized gasoline, 7.7 million kiloliters of subsidized diesel and 547,000 kiloliters of kerosene in the first half of the year, he added.
