REPUBLIKA.CO.ID, JAKARTA - Deputy Governor of Jakarta Basuki Tjahaja Purnama said only 40 percent of heads of sub-district and kelurahan, the lowest level of government administration, in Jakarta had good performance as public administrators.

The remaining 60 percent camats (heads of sub-district areas) and lurah (head of kelurahan) had poor performance, Basuki or better known as Ahok, said on Thursday.

Some of the camats and lurahs have been selected through tenders and the remaining through promotion. Ahok, however, said he believes all of the camat as and lurahs are clever and intelligent people.

Though poor in performance does not mean they are stupid, only they just have not understand the concept of public services, he said.

"They lack of understanding of the concept of public service. The main duty of lurah and camat is to serve the public," the outspoken deputy governor said.

He said many camat and lurah could not carry out their duties well as they lack of concern for the public interest. "They have been too long being in the `comfort zone` as civil servants especially as camat and lurah that they have lost the feeling of concern for the people," he added.

He said those showing poor performance would be given time until the end of this year to improve their performance. He said the city administration had plan to select candidates to take up the posts of camat and lurah.
