Papua and the bill on the special autonomy plus

The bill on the special autonomy plus on Papua  now is being processed by the central government  included the House of Representatives in Jakarta, Yunus Wonda the Speaker of the Regional House of Representatives of Papua said. But It is deadlock, Yunus Wonda added. The bill was not agreed by the National Legislative Program of 2016, and promised to be processed in 2017.

Now the condition of the  bill on special autonomy plus (on Papua) is depend on the central government (the House of Representatives of The Republic of Indonesia) because it has not been in the agenda of the National Legislatives Program (Prolegnas) of the House of Representatives of the Republic of Indonesia.

Yunus Wonda said, the slow process of the bill on special autonomy plus is not caused by the problem in the Regional House of Representatives of Papua, because it was approved by the Regional House of Representatives of Papua and principally the House of the Representatives of The Republic of Indonesia has agreed it to become the agenda of the the National Legislative Program.

Accordingly, Yunus Wonda said, the Province of Papua is waiting for the initiative of the central government to solve the problem of the Special Autonomy of Papua.

Previously Yunus Wonda was expecting  the bill on the Special of Autonomy on Papua  which was conveyed in 2016 will be approved in 2017 an so on it could be continued to enter the year of 2018. But unfortunately the bill is not included in the National Legislative Program.  So, Yunus Wonda said, it depends on the seriousness of the central government to solve the various problems of Papua based on the bill on the special autonomy plus.

Concerning those officials of the central government, namely those of the Legislatives, the Executives and also the Judiciary who had come to Papua and who always promised to support the bill on the Special Autonomy apparently they are not serious and coming to Papua were just for ceremonial.

“We are actually expecting those State officials who came and back to Jakarta, to bring the real program for Papua, so that those State officials were recorded as to bring the clear and firm program for Papua,” Yunus Wonda added.

Tends to opposite to the government

Yunus Wonda was very angry and made sharp comment addressed to the Police because the Police locked the gate of the compound of the building of the Regional House of the Representatives of Papua on June 15, when the National Committee of West Papua and its supporters to hold the demonstration in Jayapura demanding the Referendum of Papuan to decide their self determination on Papua. Yunus Wonda asked for the apologize to the demonstrator and strongly and sharply angry to the police. This attitude tends to opposite to the Government.

The  statement of Yunus Wonda on the bill on special autonomous plus on Papua is given one day after the statement of Coordinating Minister for Political, Legal and Security Affairs saying that coordination and synchronization between  the regional and central government idea and concept on the bill on the Special Autonomous is still being processed, is indicating his opposition to the statement of Coordinating Minister for Political, Legal and Security Affairs Luhut Binsar Pandjaitan.

Yunus Wonda critics to the visit of central government officials to Papua as useless incidentally also related to the political issue rejecting the visit of the Coordinating Minister for Political, Legal and Security Affairs Luhut Binsar Pandjaitan to Papua a few days before.

However this incidence is important to be  responded wisely, with the decision that to respond the development of Papua a permanent coordination forum  is important to be formed on the Ministerial level to discuss the Papuan situation monthly.
