REPUBLIKA.CO.ID, JAKARTA -- The Ministry of Education and Culture (Kemendikbud) has launched a new regulation on New Student Admission (PPDB), namely the Education and Culture Ministry's Regulation Number 51 of 2018 concerning new student admissions in 2019. It was a form of confirmation and improvement of the existing zoning system, Education and Culture Minister Muhadjir Effendy, stated.
The minister explained that the regulation would be used as a blueprint for identifying problems in the education sector. Later, each problem is resolved based on the existing zone, as well as the availability of school facilities and the distribution of students.
"Starting this year, the use of an insufficient certificate (SKTM) is no longer valid," Effendy added at a press conference in Jakarta on Tuesday.
Admission of new students is carried out through three means, namely based on zoning, with a minimum quota of 90 percent; based on achievements, with a maximum quota of five percent; and based on the transfer path of parents, with a maximum quota of five percent.
He explained that the 90 percent quota included students who were unable to study in schools that provided inclusive services.
Meanwhile, the achievement paths were intended for students who live outside the school zoning, and it is determined by the rank in the National Examination (UN) or the results in the academic and non-academic fields.
"The other quota is the parent's transfer path, which is only for emergencies," he explained.
For registration of these students, a Family Card (KK) issued at least one year before must be attached. If there is no KK, it can be replaced with a Certificate (Suket) domicile from RT / RW.
On that occasion, the Minister of Education and Culture also requested that the regional government must make PPDB technical guidelines with Regional Regulations that are guided by Minister of Education and Culture's Regulation Number 51 of 2018 concerning PPDB. The technical instructions must set criteria, division of zones, and data collection of students in each zone, no later than one month before PPDB begins.
