REPUBLIKA.CO.ID, NUSA DUA -- The Japanese government is committed to helping the Government of Indonesia to rehabilitate and reconstruct earthquake- and tsunami-affected housing in Central Sulawesi. The assistance will be delivered through the Japan International Cooperation Agency (JICA).
The commitment was made during the meeting between the Minister of Public Works and People's Housing (PUPR), Basuki Hadimuljono, Japan's Ambassador to Indonesia Masafumi Ishii and President of JICA Shinichi Kitaoka on the sidelines of the IMF-WBG Annual Meetings 2018 in Nusa Dua, Bali, Friday.
The approach that will be taken is build back better, not just rebuild. Therefore, technical assistance is needed to build Palu based on the master plan for rehabilitation and reconstruction, said Minister Basuki through a written statement in Jakarta.
He explained that the process of rehabilitation and reconstruction itself is targeted to be completed within two years beginning January 2019.
Rehabilitation and reconstruction will begin with the granting of technical assistance in the drafting of the master plan for the rehabilitation and reconstruction of Palu.

The post-disaster handling of Central Sulawesi includes the emergency response, rehabilitation and reconstruction phase, where during the emergency response temporary shelters for the residents will be provided.
"We will be conducting a temporary shelter because some of the houses are destroyed and can not be repaired as in Balaroa and Petobo (district), so we need to relocate." We will draft a Master Plan for its development, this plan will be supported by JICA," said Basuki.
The technical team from JICA plans to arrive on Saturday (October 13) and will join the Indonesian team coordinated by the Ministry of National Development Planning.
Experts from JICA will be joining the representatives of related institutions comprising the National Development Planning Board (Bappenas), Ministry of PUPR, Ministry of ATR / BPN, BMKG, Ministry of Energy and Mineral Resources, local governments and other experts. After a survey in Central Sulawesi, the team will formulate the Master Plan to build a more powerful Palu.
In addition to addressing the disaster-handling of Central Sulawesi, this afternoon's meeting will also discuss the ongoing development of cooperation projects between the Ministry of PUPR and JICA, one of which is the Jakarta Sewerage Development Project Zone 6. The signing of this loan (loan signing) worth US$281.64 million is expected to take place in late 2018.
Other projects covered include the Jakarta Sewerage Development Project Zone 1 worth US$622 million, a study for tunnel development at the $427million -107-mile toll road in Padang-Pekanbaru, and construction of the 8.1-kilometer Patimban port access road. The contract for the construction of phase I Patimban access road is forecast to be completed by the end of 2019.
The cooperation between Indonesia and Japan itself has entered the 60th year. The collaboration, especially with the Ministry of Public Works and Public Housing (PUPR), is not only increasingly strong but also expanding into diverse sectors.
In the early period, more cooperation was made on the development of water resources infrastructure such as dams, but it has now expanded to the toll road, sanitation and housing sectors.
