BKPM yet to launch online single submission service system

Online Single Submission program must be implemented gradually, BKPM chief says.

REPUBLIKA.CO.ID, JAKARTA -- The Capital Investment Coordinating Board (BKPM) is not yet able to launch its Online Single Submission (OSS) services as initially planned on May 21, 2018. BKPM Chief Thomas Lembong said the system is still in the installment process.

"We hope the system could be launched at the end of this month (May)," he said in Jakarta on Monday.

He said there is still much to discuss before the implementation of the OSS program because the scope of the plan is broad and includes the establishment of a national task force, secretariats in ministries, agencies and local governments throughout Indonesia.

"This national task force has about 600 members, and this ambitious program must definitely be implemented gradually," Thomas said.

He also considered that the OSS program is complex and multidimensional because it involves accelerating aspects of licensing services and implementation of priority projects.

Currently, said Thomas, the government is still discussing the stages of OSS program implementation by dividing the region according to priority. The program will be implemented gradually, which one is phase one, phase two or phase 3. "It is being discussed at this time," he said.

Thomas hopes that the OSS program can be a sustainable program that is growing and becoming more comprehensive from year to year following the dynamics of the times. The OSS tool design must also be flexible so that it can accommodate new sector developments.

"The change of economic structure creates a lot of new sectors such as in the tourism, IT, fintech and e-commerce," said Thomas.
