Govt to speed up revision of anti-terrorism law

The revision of anti-terrorism law has not been finished from 2017.

REPUBLIKA.CO.ID, JAKARTA -- The government will accelerate revision of anti-terrorism law number 15, 2003, coordinating minister for security, political and legal affairs Wiranto said here on Monday. He said the law should immediately be made.

"Terrorism knows no time. It will not wait until a law is issued. It can happen any time and so the law must immediately be made," he said.

He said the revision of the law should have been finished in 2017 but due to constraints it has not been finished until now.

"Due to some problems it is delayed but we will finish it immediately. The faster it is the bettter it will be. It is about fighting terrorism," he said.

The decision to accelerate the revision was made based on an agreement reached at his meeting with the commander of the military (TNI), the police chief, the chief of the National Intelligence Agency, the defense minister, the minister of justice and human rights and the attorney general regarding national security.

Wiranto admitted the revision of the law was still pending after the House of Representatives (DPR) returned the draft to the government. "It is now in the hands of the government. It was returned because division of authority between the police and TNI or TNI's involvement is not settled yet," he said.

He said the meeting agreed that as it was revision no drastic changes would substatially changed the law and so it was hoped discussion on it could be finished immediately.

Wiranto said all parties agreed that engine in the prevention, handling and restoration after terror action is the police as it is about a criminal act. "However it is not impossible for TNI to help the police and so the revised law later would provide a corridor for TNI's involvement when it is needed according to the law and existing regulations," he said.

Wiranto hoped view differences over the revision could be settled immediately so that all parties would have a clear reference in the fight against terrorism. "Terrorism knows no state boundaries. It is a total operation and so we must also use total power," he said
